Why couriers charge a fuel surcharge
Diesel is one of the largest costs in any South African courier operation, and it moves monthly with the official fuel price adjustment. Rather than reprint the entire rate card every time the price at the pump changes, carriers keep base tariffs stable and recover fuel movements through a separate percentage — reviewed monthly and typically linked to the wholesale diesel price.
The formula
Fuel surcharge (R) = Base freight charge × Surcharge %
Applied before VAT; 15% VAT is then charged on the combined amount.
Reading an invoice: if the surcharge is shown as an amount rather than a percentage, divide it by the base charge. R127.50 of fuel surcharge on a R510 base is 25% — useful to know when comparing carriers, because a low base tariff with a high surcharge can cost more than the reverse.

How often do South African fuel surcharges change?
Most carriers review their fuel surcharge monthly, aligned to the official fuel price adjustment announced by the Department of Mineral Resources and Energy, which takes effect on the first Wednesday of each month. The surcharge percentage is typically linked to the wholesale diesel price via a published or contracted formula.
Is a fuel surcharge charged before or after VAT?
Before. The fuel surcharge is part of the consideration for the freight service, so it is added to the base charge first and the combined amount then attracts 15% VAT. If an invoice shows VAT applied to the base charge only, the surcharge line has been treated incorrectly.
Can a fuel surcharge be negotiated?
Sometimes. High-volume customers often negotiate a capped surcharge, a discounted linkage formula, or an all-inclusive rate with no separate surcharge line. What matters is comparing carriers on the total landed cost — base plus surcharges plus fees — rather than on the base tariff alone.
